THE STATE OF TEXAS HAS SYSTEMATICALLY UNDERFUNDED PUBLIC EDUCATION AT A TIME, AT THE, AND THE TIME HAS ARRIVED TO TURN TO THE COMMUNITY TO SECURE AN INVESTMENT, TO SECURE THE INVESTMENT WE WANT AND NEED.
UNLIKE WHAT SO MANY DISTRICTS HAVE DONE, WHICH IS TO PROVIDE VAGUE PROMISES OF COMPENSATION IMPROVEMENT IF THEIR VATRE PASSES, WE LIKE THAT DVISD IS PROPOSING CONCRETE FIGURES ON EMPLOYEE COMPENSATION IF THE COMMUNITY APPROVES A TAX RATIFICATION.
WE HAVE LONG ADVOCATED FOR A LIVING WAGE FOR EDUCATIONAL SUPPORT PROFESSIONAL PROFESSIONALS, AND WE APPRECIATE THE PROPOSAL OF A 5% INCREASE FOR THESE HARD WORKING, UNDERPAID HOURLY EMPLOYEES IF THE VATRE PASSES.
THEY WERE LEFT BEHIND UNDER HOUSE BILL 2 IN A 5% INCREASE WILL GREATLY HELP THESE EMPLOYEES, WHILE THE 3% PROPOSAL FOR ALL OTHER EMPLOYEES FALLS SLIGHTLY SHORT OF THE INITIAL 4% ASK, WE RECOGNIZE IT AS A SIGNIFICANT AND PROGRESSIVE. DURING THIS TIME OF FINANCIAL SQUEEZE FOR SCHOOL DISTRICTS ACROSS THE STATE.
WE CONFESS TO BE A BIT DISAPPOINTED THAT IF THE, IN THE EVENT THAT THE VATRE IS NOT APPROVED BY THE COMMUNITY, EMPLOYEES WILL SEE A $1,000 RETENTION BONUS FOR THE NEXT SCHOOL YEAR.
WE ARE CURIOUS AS TO HOW THE BONUS WILL BE TAXED.
IF THE BONUS IS TAXED AT 30%. WE STRONGLY ENCOURAGE THIS RETENTION TO BE CHANGED TO $1,440.

TURNS OUT THE OC IS A PERFECT CHOICE FOR ME, AND IT ALSO HAPPENS TO BE A GREAT CHOICE FOR MY DAUGHTER, WHO ATTENDS THE OC AND IS A SENIOR THIS YEAR.
WE WERE RECENTLY INFORMED THAT THOUGH SHE HAS SUCCESSFULLY COMPLETED ALL 26 CREDITS REQUIRED TO EARN THE DISTINGUISHED LEVEL OF ACHIEVEMENT DIPLOMA, THE RESULTS OF HER FINAL STAAR, AND OF COURSE, US HISTORY ASSESSMENT WILL NOT BE AVAILABLE UNTIL THE DAY AFTER GRADUATION.

I WANTED TO LET EVERYONE KNOW THAT FOR THE MONTH OF APRIL, WE WERE AT 33% THAT WE SPENT TOWARDS OUR STUDENT OUTCOMES, AND WHICH WAS AN IMPROVEMENT FROM MARCH, MARCH, WE WERE AT 11%. SO WE'RE DEFINITELY MAKING IMPROVEMENTS.

WE ALSO HAD A TCASE PROGRAM REVIEW LAST SCHOOL YEAR, AS WELL AS OUR TEA CYCLICAL REVIEW.
AND FROM THERE WE OUTLINED OUR INSTRUCTIONAL OUTCOMES, IMPROVING INSTRUCTIONAL OUTCOMES FOR STUDENTS RECEIVING SPECIAL ED SERVICES THROUGH OUR INCLUSIVE PRACTICES UPDATES, FOCUSING ON SPECIALLY DESIGNED INSTRUCTION AND WHAT THAT IS, AND APPROPRIATE LEVELS OF SUPPORT FOR STUDENTS.
PROFESSIONAL LEARNING FOR ALL. THEN WE MOVE INTO OUR COMPLIANCE PRIORITIES, OUR RDA, OUR RESULTS DRIVEN ACCOUNTABILITY AS OUR STATE SYSTEM, OUR STATE PERFORMANCE PLAN INDICATORS, OUR FEDERAL ACCOUNTABILITY, AND THEN ALSO LOCAL MONITORING WITHIN THE DEPARTMENT AND DISTRICT.

WITHIN SPECIAL EDUCATION WE SAW A VERY SLIGHT INCREASE IN GROWTH THROUGHOUT THE YEAR.
WE DID SEE A VERY SLIGHT INCREASE. BUT FROM THAT, WE FOCUSED THIS YEAR ON REALLY UNDERSTANDING OUR STUDENTS STRENGTHS AND WEAKNESSES TO DEVELOP THOSE PRESENT LEVELS IN ORDER TO MOVE FORWARD AND FOR OUR STUDENTS TO MAKE GROWTH.
WE'VE ALSO HAD A VERY STRONG COLLABORATION WITH OUR TEACHING AND LEARNING DEPARTMENT.
SPECIFICALLY THIS YEAR, OUR FOCUS AND I KNOW ONE OF OUR GOALS WITH OUR SEVENTH GRADE MATH, WAS WITH OUR MATH TEAM, OUR SECONDARY MATH TEAM, THEY WORKED WITH OUR SPECIAL EDUCATION TEACHERS TO REDO OUR SCOPE AND SEQUENCE TO MEET THE NEEDS OF ALL STUDENTS. THEY'RE ALSO HOLDING QUARTERLY PLCS WITH OUR SPECIAL EDUCATION RESOURCE TEACHERS IN ORDER TO ENSURE THE CONTENT UNDERSTANDING IS THERE. AND THEN ALSO, WHAT CAN WE DO TO MEET THE NEEDS OF ALL STUDENTS? WE'VE ALSO HAD A FOCUS THIS YEAR ON PLCS AND ENSURING OUR TEACHERS ARE A PART OF THE CAMPUS PLC PROCESS TO IMPROVE INSTRUCTIONAL OUTCOMES. AREAS OF OPPORTUNITIES WHEN WE LOOK AT THE DATA AND OUR PROGRESS MONITORING.

ONE THING THAT'S IMPORTANT TO NOTE IS SOME STUDENTS RECEIVING SPECIAL EDUCATION SERVICES TAKE AN ALTERNATIVE ASSESSMENT.THEY DON'T TAKE A TRADITIONAL STAAR. THEY TAKE A STAAR ALT II IS WHAT IT'S CALLED.
THOSE SCORES ARE NOT CONSIDERED IN ANY OF OUR PROGRESS MONITORING THROUGHOUT THE YEAR.
AND THEN OUR NEXT STEP IS THEN HOW DOES THAT PLAY INTO INSTRUCTIONAL SUPPORT? WE ARE ALSO MOVING AWAY FROM OUR CURRENT DOCUMENTATION SYSTEM, OUR IEP SYSTEM THAT HAS GIVEN OUR TEACHERS A LOT OF STRESS.
AND SO THAT, THAT IS AN AREA OF OPPORTUNITY AND GROWTH FOR US THIS YEAR.
CURRENTLY WE ARE AT THE END OF THE SCHOOL YEAR AND MOVING INTO THE SUMMER WE'RE FINALIZING OUR MASTER SCHEDULES FOR NEXT YEAR WITH SPECIAL EDUCATION SERVICES AS A TOP PRIORITY WHEN WE'RE LOOKING AT SCHEDULING. AND SO I'M WORKING WITH SEVERAL CAMPUSES.
WE'VE WORKED WITH THE HIGH SCHOOL, ALL THE MIDDLE SCHOOLS.
AND WE HAVE MET WITH FOUR ELEMENTARIES, BUT WE WILL CONTINUE TO DO THAT.
I KNOW IT WAS MENTIONED BY MISS CISNEROS AT THE LAST BOARD MEETING THAT WE HAVE STARTED, OUR SPECIAL ED PARENT ADVISORY COMMITTEE, WE HAVE MET TWICE. THE PURPOSE OF THE COMMITTEE IS TO OBTAIN PARENT FEEDBACK RECOMMENDATIONS, INPUT ON OUR SERVICES AND OPPORTUNITIES TO STRENGTHEN THOSE PARTNERSHIPS WITH OUR FAMILIES.
WE WILL CONTINUE THAT INTO NEXT YEAR. AND OUR GOAL IS TO INCREASE PARTICIPATION WITHIN OUR SEPAC.
THESE FOUR ARE THE FOUR PRIMARY ONES WE SUBMIT YEARLY.
SEVEN IS OUR EARLY CHILDHOOD OUTCOMES. SO ANY STUDENT AGE THREE AND FOUR COMING INTO THE DISTRICT, WE DO AN ENTRY AND AN EXIT TO LOOK AT GROWTH.
SPP 11 IS OUR INITIAL EVALUATIONS. I'M JUST ENSURING OUR STUDENTS ARE EVALUATED TIMELY.
SPP 12 IS OUR EARLY CHILDHOOD TRANSITION. SO THOSE ARE FOR OUR THREE-YEAR-OLDS COMING IN FROM EARLY CHILDHOOD, EARLY CHILDHOOD AGENCIES. AND THEN SPP 13 LOOKS AT OUR TRANSITION SERVICES.
WE CONTINUE TO MONITOR THAT SPP 11. TIMELINES ARE MET.
AND ONE THING THAT WE DID, WE TOOK A STEP BACK IN FEBRUARY AND, AND WE HAD TO RETRAIN OUR MIDDLE AND HIGH SCHOOL TEACHERS ON TRANSITION OR THAT POST-SECONDARY, WHAT THE RESPONSIBILITIES ARE, THE TRANSITION ASSESSMENT, WRITING THOSE GOALS IN ORDER FOR IT TO BE MEANINGFUL FOR ALL STUDENTS. AREAS OF OPPORTUNITY. THIS YEAR, TEA HAS CREATED A NEW SUBMISSION ON HOW WE SUBMIT ALL OF THESE INDICATORS.
SO IT'S GOING THROUGH, OUR TEXAS STATE REPORTING SYSTEM, TSDS.
BUT THERE'S A NEW SUBMISSION CALLED SPEDS, WHERE WE WILL SUBMIT ALL OF THIS.

IT WAS THIS PERCENTAGE, WE WERE FUNDED, WE RECEIVED A HEAVIER WEIGHT FOR STUDENTS IN MAINSTREAM VERSUS A STUDENT WHO MAY BE IN A SPECIALIZED SETTING RECEIVING MULTIPLE SUPPORT SERVICES. SO THE STATE HAS IDENTIFIED THAT THERE IS SOME FLAWS WITH THE CURRENT SYSTEM.
AND SO THEY'VE CREATED A TIERED FUNDING. THERE ARE FIVE DOMAINS WHICH INCLUDE CURRICULUM AND INSTRUCTION, BEHAVIOR, COMMUNICATION, INDEPENDENT FUNCTIONING, AND PERSONAL CARE.
ALL OF THESE ARE OUTLINED WITHIN A STUDENT'S IEP OR ARD MEETING.
AND THAT INFORMATION WILL BE USED IN ORDER TO DETERMINE OUR TIERED FUNDING.
WHETHER SPECIALIZED PROVIDERS REQUIRED. WHETHER SPECIFIC STUDENT TO STAFF RATIOS NECESSARY.
AND WHETHER SPECIALIZED EQUIPMENT IS NECESSARY.
SO EACH DOMAIN WILL BE SCORED ON A FOUR-POINT SCALE, 0 TO 3.
AND WE WILL COME UP WITH AN OVERALL NUMBER PER DOMAIN.
SO THAT IS OCCUPATIONAL THERAPY, PHYSICAL THERAPY, SPEECH THERAPY AT TIMES THAT CAN ALSO BE INSTRUCTIONAL, IN-HOME TRAINING. ALL OF THOSE RELATED SERVICES, TRANSPORTATION.
THE STUDENT WILL GET A SCORE AND THEY WILL EITHER BE A ONE, 2 OR 3.

AND THAT'S WHETHER A STUDENT REQUIRES THAT ONE ON ONE ASSISTANCE.
WE LOOK AT ALL THE DOMAINS. WE'LL GET A SCORE 0 TO 3 FOR EACH DOMAIN PLUS THEN.
SO THAT'S WHERE WE GET THE TIERED. THEN BASED ON THE TIERS, THE TEXAS EDUCATION AGENCY IS THEN IDENTIFIED FUNDING BASED ON TIER ONE, TWO, THREE. I HAVE YET TO SEE WHAT EXACTLY THAT FUNDING IS, BUT THE IDEA IS THAT THE HIGHER INTENSITY OR TIER A STUDENT SCORES, THE MORE FUNDING THE DISTRICT WILL RECEIVE. FOR THIS YEAR, WE'RE KIND OF IN A HOLD HARMLESS YEAR TO WHERE WE WILL BE ANALYZE BASED ON THE OLD FUNDING SYSTEM AND THE NEW, AND TEA HAS SAID THAT THERE WILL NOT BE A DECREASE.
