A QUORUM IS PRESENT THE TIME IS 6:16 PM. FIRST UP ON OUR AGENDA IS GOING TO BE THE PLEDGE OF ALLEGIANCE SO IF YOU'LL JOIN ME, I'D APPRECIATE IT MISSING THOSE KIDDOS THAT DO IT BETTER THAN WE DO. WELL, THEY DO IT CUTER, I GUESS I DON'T KNOW.

AN EVALUATION COMMITTEE WAS SELECTED TO SCORE THE PROPOSALS ACCORDING TO THE PRESCRIBED TDA RUBRIC, WHICH DOES ASSIGN THE MOST POINTS TO PRICING.
WE RESUBMITTED THIS LAST WEEK AND IT WAS ACCEPTED BY TDA THIS JUST THIS PAST FRIDAY.
SO WE ARE BRINGING THE RECOMMENDATION OF SODEXO OPERATIONS FOR APPROVAL OF THE BOARD THIS EVENING.

WE'RE HERE WITH YOU TONIGHT TO SEEK APPROVAL FOR A FACILITIES REPAIR AT DAILEY MIDDLE SCHOOL.
THE SCOPE OF, BEFORE I GET TO THE SCOPE OF THIS WORK, I JUST WANTED TO TALK TO YOU REAL QUICK THE IMPORTANCE OF BEING ABLE TO DO THIS IN A TIMELY MANNER. AND THIS WOULD GIVE US ENOUGH TIME TO BE ABLE TO DO IT BEFORE SCHOOL STARTS TO WELCOME IN STUDENTS TO A BRIGHTLY AND BRIGHT AND EXCITING SCHOOL IN CLASSROOMS. SO THE SCOPE OF THIS WORK INCLUDES A FEW THINGS, AND WE'LL GO THROUGH SOME OF THOSE TODAY.
SO NUMBER ONE THING WOULD BE REFURBISHMENT OF THE RESTROOMS IN THE FACILITY.
THIS WOULD CONSIST OF MACHINES STRIPPING THE FLOORS AND GROUT REMOVAL OF ACRYLIC COATINGS, MACHINE CLEANING TILES AND GROUT, AND THEN RINSE AND PH NEUTRALIZE AND THEN APPLY A GROUT SEALANT AND CLEAR SILICONE AGAIN TO EXTEND THE LIFE OF THE BATHROOMS AND DO A REFRESH OF THE BATHROOMS THERE. THIS IS AN EXAMPLE OF WHAT AN EXISTING RESTROOM SIMILAR TO OURS WOULD LOOK LIKE HERE ON THE LEFT.
SO AS YOU CAN SEE, THE GROUT AND THE DIRTY TILES, ALONG WITH THE DIRTY WALLS AND THE FACILITIES, AND THEN AFTER THE AFTER IT IS FINISHED, IT WOULD LOOK LIKE THE PICTURE HERE ON THE RIGHT.
CLEAN TILES NICE, FRESH, VERY WELCOMING INSIDE THE BATHROOMS THERE.
THE NEXT PHASE IS GOING TO BE A PAINT REFRESH PHASE THAT INCLUDES DRYWALL WORK AS WELL.
AND SO THIS PAINT PHASE IS GOING TO PAINT APPROXIMATELY 150,000 SQ FT OF THE FACILITY.

SANDING AND CLEANING PRIOR TO THE APPLICATIONS, AS WELL AS FILLING IN MINOR CRACKS WITHIN THE DRYWALL AND OTHER EXISTING SERVICES.CLEANING SOME OF THE METAL SERVICES USING A HIGH QUALITY PAINT MATERIAL KNOWN AS DIRECT TO METAL OR DTM TO PROVIDE THAT ADHESIVE AND THE LONGEVITY TO SOME OF THOSE METAL AREAS LIKE DOOR FRAMES AND DOORS, THINGS OF THAT SORT.
SO THIS IS JUST AN EXAMPLE OF WHAT ONE OF THE CLASSROOMS LOOKS LIKE AT DAILEY.
THERE ARE MANY CLASSROOMS THAT LOOK SIMILAR OR IN WORSE CONDITIONS.
AND SO THIS IS CURRENTLY WHAT MANY OF THE CLASSROOMS LOOK LIKE AT DAILEY.
AND WE WANT TO BE ABLE TO PROVIDE AGAIN THAT ENVIRONMENT THAT'S NICE, CLEAN AND SPOT FREE THERE.
THE SCOPE OF THIS WORK ALSO INCLUDES THE REMOVAL OR SECOND OPTION HERE FOR YOU HERE.
BUT ESSENTIALLY THE REMOVAL OF WALL TALKER BOARDS, ESSENTIALLY THAT IS A LENGTH OF ONE SIDE OF A WALL IN THE CLASSROOMS OF WHAT A WHITEBOARD WOULD BE SIMILAR TO WHAT A WHITEBOARD IS. AND SO THAT WOULD BE REMOVING THOSE THAT HAVE BEEN DAMAGED OR VANDALIZED.
SO THAT WOULD BE A MORE COST EFFECTIVE OPTION.
AND WE'RE STILL WITH OUR WORKING WITH OUR CONTRACTOR TO REVIEW THAT RIGHT NOW.
AND SO THIS ACTUALLY ASPECT IS THE MOST COST EXPENSIVE BECAUSE AGAIN YOU'RE REMOVING THAT.
YOU'RE REPAIRING THE DRYWALL, YOU'RE FIXING THE THINGS OF THAT SORT.
SO AGAIN, I'M LOOKING STILL LOOKING AT OPTIONS THERE.
THIS IS AN EXAMPLE OF SOME OF THE WALL TALKER BOARDS LOOK LIKE.
AND SO YOU CAN SEE HERE THESE HAVE BEEN DAMAGED AND VANDALIZED.
OR THEY'RE JUST OLD. YOU KNOW? IT'S TIME TO REPLACE AND SO AGAIN, WE'RE LOOKING AT OPTIONS THERE.
IN THE ATHLETIC WINGS REALLY REFRESHING IT WITH THE HALLWAYS, WITH COATS OF PAINT.
FIXING ITEMS, OTHER THINGS OF THAT SORT IN THE COMPETITION AREAS AND OTHER SHARED SPACES.
AND THEN OUR ANTICIPATED TIMELINE FOR THIS WOULD BE APPROXIMATELY FIVE WEEKS.
THIS IS THE GYM AREA AND SOME OF THE OTHER AREAS HERE.
SO THIS IS SOME OF THE SOUND DAMPENING BOARDS.
THERE'S THE CLEANUP WOULD BE REMOVING SOME OF THE DUST AND JUST REFRESHING THESE REPLACING OR REMOVING SOME OF THE HALLWAY TACK BOARDS AND AS WELL AS LOOKING AT SOME OF THE EMERGENCY SIGNS FOR POTENTIAL REPLACEMENT AS WELL.
AND SO THIS PROJECT, AGAIN, IS CRITICAL IN THE EFFORTS TO REALLY SUPPORT THAT POSITIVE LEARNING ENVIRONMENT, KIND OF CREATING THAT STANDARD OF EXCELLENCE THAT ALL STUDENTS DESERVE TO BE WELCOME INTO.
INTO AN ENVIRONMENT THAT IS INVITING TO THEM THAT THEY CAN HAVE A SENSE OF PRIDE AND ACADEMIC SUCCESS AND REALLY CREATE THAT CULTURE FOR THE NEW PRINCIPAL THAT WE HAVE AT THAT CAMPUS. SO AT THIS TIME, I'D BE HAPPY TO ANSWER THE QUESTIONS YOU MAY HAVE.

YEAH, I'M EXTREMELY DISTURBED BY ALL OF THIS BECAUSE WE HAD GONE THROUGH A FACILITY WALKED THROUGH EARLIER IN THE SCHOOL YEAR, AND WE HAD NOTICED SOME OF THESE ITEMS PRIOR TO OR AFTER OUR WALK IN HAD NOTIFIED THE PRINCIPAL AND OTHER STAFF IN THE DISTRICT, AND IT SEEMS LIKE STILL NOTHING WAS DONE SO PRETTY ANNOYED BY THAT.
BUT ALSO WERE THERE NO WORK ORDERS OR ANY OF THOSE? WHAT WAS THE PROCESS FOR THIS? BECAUSE SOME OF THE STUFF LOOKS LIKE IT'S BEEN THERE FOR A WHILE, AND I FIND IT VERY DIFFICULT TO BELIEVE THAT NO ONE PUT IN ANY TYPE OF WORK ORDERS TO ADDRESS THESE CONCERNS.
THIS IS MULTIPLE YEARS WORTH OF NEGLECT. SO WHENEVER THAT HAS BEEN THE STANDARD OF THAT SCHOOL.
SOME OF THOSE WORK ORDERS MAY GET LOST IN THE SYSTEM.

OKAY AND THEN THAT BRINGS TO MY NEXT QUESTION, BECAUSE WE HAVE BEEN ASKING FOR A FACILITY ASSESSMENT FOR THE ENTIRE DISTRICT, AND WE HAVEN'T RECEIVED THAT YET. SO IF DAILEY IS AT THIS POINT, HOW MANY OF OUR OTHER SCHOOLS HAVE THESE SAME TYPE OF ISSUES? BECAUSE, I MEAN, I'VE ONLY BEEN THROUGH ABOUT 5 OR 6 SCHOOLS AND I'VE SEEN THIS KIND OF WEAR AND TEAR THROUGHOUT OUR SCHOOLS.SO I AM KIND OF RELUCTANT TO JUST SAY YES FOR THIS, BUT THEN NEGLECT THE REST OF OUR SCHOOLS.
AND WITHOUT A FACILITY ASSESSMENT, I CAN'T EVEN MAKE A GOOD JUDGMENT ON WHAT IS ACTUALLY PRIORITY AND WHAT IS WHAT WE WANT TO, TO JUST GET THROUGH RIGHT NOW. YES, MA'AM ANOTHER GREAT QUESTION WE APPRECIATE THAT.
AND TO ANSWER YOUR QUESTION ABOUT WHY THIS CAMPUS IS NOT ON THE CAMPUS, BECAUSE THIS CAMPUS IS IN DIRE NEED, IT'S HARD TO PUT FORTH A WELCOMING AND A NEW BRAND-NEW TEACHER TO THIS CAMPUS WITH THE STATE OF THIS CLASSROOM WHERE STUDENTS THAT THIS IS THEIR FIRST TIME IN THIS SCHOOL.
I DO WANT TO SHARE THAT, YES, WE DO HAVE THE FACILITIES ASSESSMENT AND THAT HAS NOT BEEN SHARED.
BECAUSE WE ARE IN A TRANSITION TO NEW LEADERSHIP IN OPERATIONS, WE MY RECOMMENDATION IS TO GIVE OUR NEW CHIEF OPERATIONS OFFICER THE OPPORTUNITY TO REVIEW THAT ASSESSMENT.
BUT IT ALSO HAD NOT EVER BEEN REVIEWED WITH THE OPERATIONS TEAM.
THESE TWO RECOMMENDATIONS BEING THE MOST SIGNIFICANT AND ENGAGING IN A COMMITTEE TO HELP THE DISTRICT ADMINISTRATION PRIORITIZE A COMMITTEE THAT WOULD CONSIST OF SUPERINTENDENT, LEADERSHIP, TEAM MEMBERS, BOARD MEMBERS, AND COMMUNITY MEMBERS TO HELP US THEN COME BACK TO YOU ALL WITH RECOMMENDATIONS ON HOW TO BEST MOVE FORWARD WITH THESE PRIORITIES.
BUT IT WAS IDENTIFIED ONCE STUDENTS LEFT. THESE TWO BUILDINGS WITH NEW LEADERSHIP WERE ABLE TO GO IN AND REALLY GET A GOOD ASSESSMENT OF WHERE WE ARE WITH THESE FACILITIES. AND IT IS QUITE EVIDENT THAT THERE ARE SOME SIGNIFICANT NEEDS HERE.
I ALSO WANT TO ECHO MR. GONZALEZ WORDS, THAT HE USED THAT THIS IS NEGLIGENCE, AND IT'S NEGLIGENCE ON THE PART OF THE DEPARTMENT AND NEGLIGENCE ON THE PART OF THE LEADERSHIP AT THE CAMPUS.
STUDENTS WERE ALLOWED TO DESTROY DISTRICT PROPERTY OVER TIME, AND IT HAS RESULTED IN HUNDREDS OF THOUSANDS OF DOLLARS IN NEEDED IMPROVEMENTS. THERE IS SOME WEAR AND TEAR DUE TO AGING OF THE FACILITY, BUT A SIGNIFICANT AMOUNT OF IT IS THAT STUDENTS WERE ALLOWED TO DESTROY DISTRICT PROPERTY.
AND WE NEED TO KEEP IN MIND THAT THIS IS A SCHOOL THAT THAT IS A FAILING SCHOOL THAT WILL HAVE A NEW PRINCIPAL, AND WE WANT TO COMPLETELY TRANSFORM THAT ENVIRONMENT TO BE CONDUCIVE TO STUDENT LEARNING AND WELCOMING TO MIDDLE SCHOOL STUDENTS. MIDDLE SCHOOLS HAVE STRUGGLED ACADEMICALLY.
AND WE TRULY BELIEVE THAT WHEN WE CHANGE THE LEARNING ENVIRONMENT, IT IS GOING TO MAKE AN IMPACT.
JUST AS THE NEW LEADERSHIP WILL AS WELL. THANK YOU.

AND THEN THAT MEETING SUBSEQUENTLY GOT CANCELED I CAN'T REMEMBER EXACTLY WHY SOME SORT OF EMERGENCY HAPPENED WE HAD TO SHUFFLE THINGS. BUT I GUESS MY QUESTION IS FOR DOCTOR GUTIERREZ. SO IF NO ONE'S SEEN THAT FACILITY ASSESSMENT, WHAT WERE WE GOING TO DISCUSS IN THAT APRIL 22ND MEETING? WE HAD PLANNED THAT KNOWING THAT THE FACILITIES ASSESSMENT WAS GOING TO BE COMPLETED.
AND I ELECTED TO DELAY THAT FOR REASONS THAT YOU WILL SOON SEE.
AND WHAT WE DO PLAN TO DO IS AFTER MR. WILLOUGHBY HAS AN OPPORTUNITY TO REVIEW THE ASSESSMENT HIMSELF AND REVIEW IT WITH THE FACILITIES TEAM, WHICH NEVER HAD AN OPPORTUNITY TO REVIEW IT, AS YOU CAN TELL, I'M A LITTLE FRUSTRATED BY THAT.
ONCE THAT HAPPENS IN MID TO LATTER PART OF JULY, YOU WILL HAVE AN OPPORTUNITY TO SIT DOWN WITH OUR CHIEF OPERATIONS OFFICER TO UNDERSTAND THAT FACILITIES ASSESSMENT, BECAUSE IT IS OVERWHELMING.
I MEAN, THEY TALK ABOUT EVERYTHING YOU CAN IMAGINE EVERY PART OF A FACILITY.
BUT TO HAVE THE OPPORTUNITY TO SIT DOWN WITH SOMEONE WHO HAS THE EXPERIENCE IN DOING THIS, I THINK WILL MAKE A HUGE DIFFERENCE AND THEN WE CAN LOOK AT A WORKSHOP OR AN INFORMATION ITEM AT A BOARD MEETING. GOTCHA IF I CAN NOW MAKE MY COMMENTS.

BUT MORE THAN ANYTHING AND I MENTION IT TO MR. WILLOUGHBY IT DOESN'T INSTILL THE FACILITIES THE WAY I SAW THEM DO NOT INSTILL A SENSE OF PRIDE IN THE CHILD AND IN THEIR DESIRE TO BE THERE.
SO WHILE I ECHO THE SENTIMENTS THAT WE NEED TO GET ALL OF OUR SCHOOLS UP THERE, IF THESE ARE THE ONES WE'RE PRIORITIZING, I THINK IT'S SUPER IMPORTANT THAT WE DO THIS BECAUSE I AGREE, I THINK THAT PRIDE IN THE CHILD WANTING TO BE IN THAT IN THAT SCHOOL, BUT MORE THAN ANYTHING, SETTING OUR NEW PRINCIPALS AT THESE TWO CAMPUSES UP FOR SUCCESS.

BUT SPECIFICALLY WITH THE MIDDLE SCHOOLS ENSURING THAT EQUITY BETWEEN THE THREE.
AND AGAIN, IT WAS PAINFUL TO HAVE TO DO THIS BUT IT'S THESE ARE IMPROVEMENTS THAT ARE THAT WE DEEMED ABSOLUTELY CRITICAL. IF I CAN MAKE ONE LAST COMMENT JUST QUICKLY.
AND I AGREE WITH, WITH VICE PRESIDENT LEDESMA THAT WE CAN'T BE NICKEL AND DIMING IN CHOOSING ONE SCHOOL HERE, ONE SCHOOL THERE. I THINK IT'S IMPORTANT THAT WE GET THIS FACILITY ASSESSMENT MORE THAN ANYTHING SO THAT IF THERE ARE OTHER SCHOOLS THAT HAVE SIMILAR STATES OF DISREPAIR OR SIMILAR ITEMS THAT MIGHT NEED TO BE REPAIRED, SUCH AS NEW PAINT OR NEW, WHATEVER IT MAY BE, THAT ARE SIMILAR TO WHAT WE'RE DOING HERE, PERHAPS WE CAN USE ECONOMIES OF SCALE AND DO ALL OF THE OTHER SCHOOLS AT THE SAME TIME, AND GET A BETTER PRICE FOR THE WORK THAT WE NEED TO DO, AS OPPOSED TO JUST ONE SCHOOL AT A TIME.

BUT UNFORTUNATELY, YOU KNOW, I HAVE OTHER PLANS .

ALL RIGHT THANK YOU SO SIMILAR TO DAILEY MIDDLE SCHOOL, WE'RE HERE TO PRESENT TO YOU AND REQUEST APPROVAL FOR FACILITY REPAIR AT OJEDA MIDDLE SCHOOL. OJEDA MIDDLE SCHOOL WOULD ALSO NEED A REFURBISHMENT OF THE RESTROOM, SIMILAR TO DAILEY WITH THE MACHINE STRIPPING OF THE FLOORS.
THE MACHINE CLEANING OF THE TILES AND THE GROUT, RINSING AND PH NEUTRALIZING, AS WELL AS AND APPLYING GROUT SEALANT AND CLEAR SILICONE TO THE FLOOR. SIMILAR PICTURE TO WHAT WE SAW AT DAILEY AS WELL.
SO OUR GOAL IS TO REACH THE PICTURE THAT LOOKS HERE ON THE RIGHT.
SO AS YOU CAN SEE HERE, SOME OF THE STALLS HAVE A LOT OF PAINT CHIPPING THINGS OF THAT SORT.

THIS WOULD ALSO CONSIST OF THE SANDING, CLEANING, FILLING IN AND FIXING OF SOME OF THE MINOR SERVICES USING THE SIMILAR DTM PAINT AND PROVIDING TWO COATS OF SHERWIN WILLIAMS PAINT TO THE CLASSROOMS AND HALLWAY AREAS.
AS YOU CAN SEE HERE SOME OF THE DAMAGES HERE LISTED IN THIS CLASSROOM.
HERE ARE SOME OF THE AREAS IN THE WALL AGAIN, AS YOU CAN SEE, THEY HAVE A GREEN STRIPE HERE ON THE WALL IT DOESN'T MATCH THE COLOR GREEN OF THE SCHOOL. AND SO A REQUEST FROM THE PRINCIPAL IS TO BE ABLE TO FIND A CONSISTENT GREEN COLOR THAT MATCHES THE GREEN LOGO OF THE OJEDA MIDDLE SCHOOL, SOME OF THE FLOORS AND MATS AND THINGS OF THAT SORT.
SO THAT WOULD BE A REPAINTING OF THIS AS WELL CLEANING THAT UP A LITTLE BIT.
AND AGAIN, THE SCOPE OF WORK ALSO INCLUDES ADDITIONAL CLEANUP, PAINTING REMOVAL, DAMAGED, DIRTY OR DRY VANDALISM DIFFERENT FIXTURES AND THINGS IN THE HALLWAY ADDRESSING THE COMPETITION GYM.
UTILIZING THE GYMNASIUM TO INVITE PARENTS IN FOR PARENT MEETINGS AND THINGS OF THAT SORT.
WHEN WE CONDUCTED OUR WALK AGAIN THIS MORNING, WE SAW THAT THERE WERE DUST AROUND THE VENTS.

SO THAT'S GOING TO BE A CONCERN FOR ME AGAIN. I DON'T HAVE THE FACILITIES ASSESSMENT IN FRONT OF ME, SO I CAN'T REALLY SAY FOR SURE, BUT I WANTED TO HEAR WHAT THE ACTUAL SAFETY CONCERNS WERE BECAUSE THOSE SHOULD BE DONE IMMEDIATELY BUT I DON'T REALLY SEE THAT HERE.

IF YOU'RE GOING TO BE GIVING A TOUR OF A TEACHER THAT YOU'RE INTERVIEWING AND YOU OFFER THE JOB AT THE SAME TIME, THEY GET AN OFFER FROM ANOTHER SCHOOL DISTRICT, PERHAPS IN HAYS, IN A NEWER FACILITY.WHAT'S GOING TO COME TO MIND? PART OF THE CONSIDERATION IS THAT WORKING ENVIRONMENT, AND I DEALT WITH THIS IN A PRIOR DISTRICT THAT HAD AGING FACILITIES IN HUGE DISREPAIR, AND THAT WAS A CHALLENGE. AND SO WHEN WE'RE THINKING ABOUT OUR MIDDLE SCHOOLS AND THE NEED TO RECRUIT TOP TALENT TO HELP SUPPORT OUR MIDDLE SCHOOLS THAT NEED TO MAKE SIGNIFICANT IMPROVEMENTS ACADEMICALLY.
PART OF THAT IS RETAINING OUR TEACHERS AND RECRUITING TEACHERS.
AND THE WORKING ENVIRONMENT IS ALSO JUST AS IMPORTANT AS THE LEARNING ENVIRONMENT.
BUT THIS IS AN OPPORTUNITY TO MAKE THESE IMPROVEMENTS IN A TIMELY MANNER, TO NOT WAIT AN ADDITIONAL YEAR SO THAT THE CAMPUSES, SPECIFICALLY AT DAILEY, CAN SET A STANDARD FOR HOW THAT INSTILLS PRIDE IN THE FACILITY, BUT ALSO SETS A STANDARD FOR STUDENT BEHAVIOR AS WELL, AND AN EXPECTATION FOR HOW WE'RE GOING TO MONITOR, BECAUSE THERE'S BEEN NEGLECT FROM THE DISTRICT LEVEL TO THE CAMPUS LEVEL.
AND SO THIS IS AN OPPORTUNITY TO ENHANCE THAT CAMPUS, AN OPPORTUNITY TO RETAIN TALENT, TO RECRUIT TALENT, TO ENHANCE THE LEARNING ENVIRONMENT, TO SUPPORT THE INITIATIVES THAT ARE GOING TO BE IN PLACE NEXT YEAR TO IMPROVE ACADEMIC OUTCOMES.
