AND I REMEMBER AN INCIDENT WHERE MY MOTHER WENT OUT TO LOCK THE GERMAN SHEPHERD DOGS UP AT NIGHT IN OUR DETACHED GARAGE BECAUSE THEY HAD A SEPARATE DOGHOUSE INSIDE THE GARAGE. AND SHE FOUND A BOY IN THERE WHO WAS CLEARLY SCARED AND CLEARLY ONE OF THE ILLEGAL ALIENS WE WERE REFERRING TO IN OUR CURRENT POLICY DISCUSSIONS. AND SHE WAS TORN. BECAUSE AS A MOTHER, AS A TEACHER, SHE WANTED TO TAKE THAT CHILD IN HER ARMS AND TAKE HIM IN THE HOUSE AND TAKE CARE OF HIM. BUT AS A SINGLE PARENT, WITH THE CRACKDOWN THAT WAS THREATENED OF PROSECUTIONS AND CHARGES AGAINST ANYONE WHO HELPED, SHE WAS AFRAID OF LOSING HER JOB AND SHE. SO, SHE FELT TORN BETWEEN HELPING THE CHILD IN FRONT OF HER AND BEING ABLE TO KEEP HER JOB AND CONTINUE TO TAKE CARE OF HER FAMILY. SHE FELT A REAL MORAL QUANDARY. FORTUNATELY, SHE HAD CONTACTS WHERE SHE WAS ABLE TO MAKE SOME PHONE CALLS, QUIETLY GET SOME HELP THROUGH A CON. SHE TAUGHT ON THE SOUTH SIDE OF SAN ANTONIO AT CARROLL ELEMENTARY IN HARLANDALE. SHE REACHED OUT AND FOUND A CATHOLIC PRIEST WITH PARISHIONERS WHO HAD A CHILD WHO HAD DIED, AND VERY QUIETLY, THEY AGREED TO COME GET HIM AND RAISE HIM AND LET HIM USE THEIR DEAD SON'S BIRTH CERTIFICATE. AND SHE SHUT UP. SHE DIDN'T TALK ABOUT IT. SHE HELPED IN THE ONLY WAY SHE KNEW HOW. BUT SHE HAD TO LIMIT HER EXPOSURE. MY OWN EXPERIENCE CRACKED DOWN ON IMMIGRATION IN THE AUGHTS WHEN WE LIVED IN NEW YORK, AND THEY WERE RAIDING ONE MINUTE RAIDING FACTORIES. MY DAUGHTER'S BEST FRIEND'S PARENTS WERE IMMIGRANTS FROM PERU AND FROM EL SALVADOR IN THE CIVIL WAR. THE THREE GIRLS PLAYED TOGETHER ALL THE TIME IN MY HOUSE, ALL THE TIME, AND I HAVE HAD TO CONSOLE A CHILD WHO WAS CRYING UNCONTROLLABLY AND TREMBLING WITH FEAR. WHAT DO I DO IF THEY PICK UP MY PARENTS? WHO WILL TAKE CARE OF ME? AND THAT'S A TOUGH THING TO TRY AND CONSOLE. A SIX-YEAR-OLD WHO'S TERRIFIED. AND I'M SAYING ALL THAT TO SAY THIS, THAT 20% IS GOING TO HIT THE SCHOOL DISTRICT FIRST AND THEN IT'S GOING TO FILTER DOWN TO US BECAUSE YOU'RE A NONPROFIT AND YOU DON'T HAVE A WAY OF RAISING MORE MONEY. SO, WE'RE GOING TO WIND UP PAYING FOR THAT. I WAS HOPING THAT SOMEONE FROM THE SCHOOL BOARD OR SOMEONE FROM DISTRICT WOULD HAVE ALSO BEEN A PRESENTER FOR THAT. I SAY ALL THAT TO SAY THIS. ONE OF THE THINGS I'M GOING TO BE BRINGING UP IS THE FACT THAT WE CANNOT USE THE WATER IN OUR COMMUNITY. IT'S BEEN SHOWN THAT WATER FILTERS AND THE UT HAS COME OUT AND DONE SOME STUDIES OVER THE LAST TWO YEARS, AND IT'S BEEN SHOWN THAT WATER FILTERS CAN REMOVE A LOT OF THE CONTAMINANTS, ESPECIALLY LEAD, THAT HAS BEEN FOUND IN OUR WATER IN OUR COMMUNITY BY THIS PRIVATE WATER COMPANY. AND WE'VE BEEN NOTIFIED RECENTLY THAT THE SCHOOLS IN OUR AREA DON'T THE FILTERS AREN'T BEING CHANGED OFTEN ENOUGH TO [00:10:02] REMOVE THE LEAD OR AT LEAST REMOVE THE CONTAMINANTS. SO, I'M ASKING THIS BOARD TO LOOK INTO AND DO THE PROPER THING TO PROTECT THESE KIDS AND THEIR HEALTH. ALSO, YOUR STAFF MEMBERS WHO MIGHT BE USING THE WATER FOUNTAINS. THANK YOU. DESPITE CLAIMS BY ABBOTT AND DAN PATRICK THAT OUR PUBLIC SCHOOLS ARE NOT FULLY FUNDED AND WON'T BE WITH THESE NEW BUDGET PROPOSALS FROM THE HOUSE AND THE SENATE. BUT THEY STILL WANT TO SPEND $1 BILLION ON VOUCHERS FOR PRIVATE SCHOOLS. MUCH OF THAT MONEY WILL GO. TO PRIVATE SCHOOLS THAT DON'T SERVICE OUR POPULATIONS. I ASKED WHAT IS HOW ARE YOU ALL ADVOCATING FOR FUNDING AND FOR VOUCHERS? HOW WILL YOU BE LOBBYING TESTIFYING FOR STUDENTS? AND I ALSO WANT TO AGAIN, THANK YOU FOR YOUR TIME. THAT'S IT. IN ADDITION TO THE REMOVAL OF GUARDRAILS ON ICE, ANOTHER THREAT LOOMS LARGE. TEXAS HOUSE BILL 371 WOULD UNDERMINE ACCESS TO A FREE PUBLIC EDUCATION TO CHILDREN OR STUDENTS DEEMED TO BE, QUOTE UNQUOTE, UNLAWFULLY PRESENT IN THE UNITED STATES. THE BILL SEEKS TO PREVENT TEXAS PUBLIC SCHOOLS FROM RECEIVING FUNDING TO COVER THE COST OF THESE STUDENTS' EDUCATION, AND IT REQUIRES SCHOOL OFFICIALS TO ESTABLISH MINIMUM PROOF OF EVERY STUDENT'S U.S. CITIZENSHIP TO OR LAWFUL PRESENCE, QUOTE UNQUOTE, IN THE UNITED STATES AS PART OF THE ENROLLMENT PROCESS, [00:20:06] MEANING WE'D HAVE TO VET A STUDENT'S IMMIGRATION STATUS BEFORE THEY CAN ENROLL. I MOVED INTO THE DEL VALLE SCHOOL DISTRICT IN 2020. IT'S BEEN A GREAT EXPERIENCE. WE'VE LOVED. MY KIDS ARE IN SECOND AND THIRD GRADE, AND OUR EXPERIENCE AT NEWTON COLLINS HAS BEEN AMAZING. I THINK OUR EXPERIENCE WITH DEL VALLE OVERALL HAS BEEN GREAT, BUT WHAT WE HAVE HEARD SINCE WE'VE MOVED IN AND THAT WE CONTINUE TO HEAR OUR CONCERNS AROUND MIDDLE SCHOOL IN TERMS OF THE ACADEMICS SCORES THAT WE'VE SEEN OUT OF THERE, AND REALLY A LOT OF A CULTURE OF BULLYING OR STUDENTS NOT FEELING SAFE IN THAT SPACE. AND SO I'M HERE WITH ANOTHER A FEW OTHER PARENTS WHO WANT TO JUST DISCUSS OR FIND OUT WHAT IS BEING DONE. WELL. SO FIRST LET ME BACKTRACK A LITTLE BIT. SO, YOU KNOW, WE HEAR THINGS. AND SO, I LOOKED INTO SOME OF THE FACTS OF SOME OF THE STATS. AND SO, WHAT I HEAR FROM THE MIDDLE SCHOOL THERE CURRENTLY FROM THE STATS THAT I SAW THERE IN THE BOTTOM 25% OF MIDDLE SCHOOLS IN TEXAS. 30% OF STUDENTS MEET OR EXCEED PROFICIENCY IN MATH AND IN ENGLISH, AND ONLY 20% OF STUDENTS ARE MEETING OR EXCEEDING PROFICIENCY IN IN ENGLISH. I MEAN, IN MATH. SORRY, THE FIRST THE 30% FOR ENGLISH, THE 20% IS FOR MATH. BUT REGARDLESS, REALLY CONCERNING STATS THAT I'M HEARING ABOUT HOW THE ACADEMIC PERFORMANCE IS THERE. AND SO, IN TERMS OF STUDENTS THAT HAVE GOTTEN TO MEET WHO GO THERE, ALSO A LOT OF THEM HAVE, YOU KNOW, THEIR PARENTS HAVE NOTICED SOME MORE DEPRESSIVE QUALITIES, LOW SELF-ESTEEM, AND THERE'S BEEN A LOT OF DISCUSSION AROUND BULLYING HAPPENING THERE. AND SO, YOU KNOW, I'M IN A COMMUNITY THAT'S RELATIVELY NEW. WE'RE NEW TO DEL VALLE, BUT WE ARE REALLY PASSIONATE PEOPLE WHO WANT TO BE CONTRIBUTING TO THIS COMMUNITY. SO WHAT WE WANT TO KNOW IS JUST A LITTLE BIT MORE ABOUT WHAT INTERVENTIONS ARE BEING DONE TO ADDRESS SOME OF THOSE ACADEMIC CONCERNS, AND HOW CAN WE ALSO HELP CONTRIBUTE TO THE CONVERSATION. MY YOUNGEST IS A SECOND GRADER AT NEWTON COLLINS, AND MY OLDEST IS A FRESHMAN AT DEL VALLE'S EARLY COLLEGE HIGH SCHOOL. MY CHILDREN ARE THRIVING ACADEMICALLY, AND I'M VERY PROUD TO BE A PARENT. SO MUCH SO THAT I'M A ROOM PARENT IN MY DAUGHTER'S CLASS, AS WELL AS THE TEACHER APPRECIATION CHAIR FOR THE PTA. THERE ARE SO MANY RESOURCES AND PROGRAMS AVAILABLE TO MY CHILDREN AT THEIR RESPECTIVE SCHOOLS, THAT THERE WAS NEVER ANY DOUBT IN MY MIND THAT THESE WERE THE SCHOOLS I WANTED TO SEND MY CHILDREN TO. HOWEVER, THIS WASN'T ALWAYS THE CASE FOR MY FAMILY, AND IT ISN'T NECESSARILY THE CASE WHEN I CONSIDER MIDDLE SCHOOL OPTIONS FOR MY YOUNGEST IN A FEW YEARS AHEAD. WHEN MY FAMILY FIRST MOVED TO THE DISTRICT, MY ELDEST WAS IN FIFTH GRADE AND SHE ATTENDED NEWTON COLLINS ELEMENTARY. I UNDERSTOOD AT THE TIME THAT I HAD SEVERAL OPTIONS WHEN CHOOSING A MIDDLE SCHOOL, BUT HOPED TO KEEP MY DAUGHTER IN DISTRICT WITH HER PEERS. BUT IN OUR TIGHT KNIT COMMUNITY, I WAS TOLD ABOUT SEVERAL NEGATIVE EXPERIENCES BEING HAD AT OUR ZONED SCHOOL. THESE NEGATIVE EXPERIENCES INCLUDED THINGS LIKE POOR TEST SCORES, LACK OF MOTIVATION, BULLYING, AND AN OVERALL NEGATIVE SCHOOL CULTURE. AS A PARENT, I WANT THE BEST FOR MY CHILDREN AND SADLY, WE CHOSE TO LEAVE THE SCHOOL DISTRICT FOR THREE YEARS AND CHOSE A LOCAL CHARTER MIDDLE SCHOOL WITH BETTER REVIEWS INSTEAD. I HAD HOPED THAT OVER THE YEARS, CHANGE WOULD COME IN TIME FOR MY YOUNGEST WHEN SHE REACHED MIDDLE SCHOOL. BUT THE YEARS ARE PASSING AND THE STORIES ARE THE SAME, EXCEPT THE STORIES SOUND LOUDER AND FEEL HEAVIER BECAUSE THE CLOCK IS TICKING. I SPEAK FOR MYSELF; MY FRIENDS AND MY NEIGHBORS WHO HAVE ALL HAD THESE SAME CONCERNS AND HEAR THE SAME NEGATIVE STORIES. ON THE CONTRARY, I HAVE HAD THE PLEASURE OF HEARING REALLY GREAT STORIES AND EXPERIENCES COMING FROM COMING FROM STUDENTS AT DEL VALLE MIDDLE SCHOOL. THEY FEEL MOTIVATED, ARE HIGHLY ENGAGED, FEEL SUPPORTED BY TEACHERS AND STAFF, AND FEEL A SENSE OF BELONGING. ONE MINUTE I'M HOPEFUL THAT MY YOUNGEST WILL BE ABLE TO STAY IN DEL VALLE SCHOOL DISTRICT, AND THAT SHE'LL BE ABLE TO REMAIN WITH HER PEERS. BUT IN ORDER FOR THIS TO HAPPEN, WE NEED TO KNOW THAT CHANGE IS ON THE HORIZON BECAUSE CHANGE TAKES TIME. I'M HERE ASKING THAT RESOURCES AND ATTENTION BE PUT ON OJEDA MIDDLE SCHOOL SO OUR CHILDREN CAN HAVE THE BRIGHTEST START. IF THEY ARE TO CONTINUE ON WITH DVISD AND THEIR SCHOOL. THE THREATS ARE COMING IN THE FORM OF AN UNPRECEDENTED PUSH TO DIVERT MONEY FROM PUBLIC TO PRIVATE SCHOOLS BY CREATING AN EDUCATION VOUCHER SYSTEM. THERE IS A LACK OF COMMITMENT FROM THOSE IN POWER TO INCREASE FUNDING TO OUR STATE'S PUBLIC SCHOOLS, DESPITE THE STATE OF TEXAS HAVING RECORD REVENUES. ADDITIONALLY, THERE ARE CONCERNS ABOUT SAFETY IN LIGHT OF PRESIDENT TRUMP'S DECISION TO REVERSE A LONG STANDING POLICY THAT IMMIGRATION AND CUSTOMS NOT CONDUCT ARREST IN SCHOOLS. I LOVE MY JOB. I LOVE MY CHILDREN. I LOVE MY STUDENTS. I LIVE HERE, I WORK HERE, I VOTE HERE, I PAY TAXES, HERE, I ADVOCATE HERE. WE HAVE POWER IN NUMBERS. DURING THIS LEGISLATIVE SESSION, OUR VOICES MUST BE HEARD THROUGH LOBBYING AND TESTIFYING. LET THE LEGISLATORS KNOW THAT WE ARE ANTI VOUCHER AND PRO STUDENT IN EVERY WAY. MY CONCERN IS THAT VALLEY PD DOES NOT HAVE THE AUTHORITY TO PROVIDE THE SAME SERVICES THAT A TRAVIS COUNTY OFFICER CAN PROVIDE, THUS ALLOWING CRIMES TO BE COMMITTED WITH NO CONSEQUENCES. THIS IS A DISTRICT LAW ENFORCEMENT ISSUE AND SIMPLY AND NOT SIMPLY A CAMPUS ISSUE. MY PRINCIPAL HAS GONE ABOVE AND BEYOND TO FIX THE ISSUE WITH PARKING AT THE AT THE HIGH SCHOOL. SO MUCH SO THAT SHE HAS SECURITY PLACED OUTSIDE IN THE PARKING LOT DURING LUNCH WHEN THEY COULD BE BETTER SUITED IN THE BUILDING WHEN WE'RE FEEDING 3600 STUDENTS. LAST WEEK, A CRIME WAS COMMITTED ON MY CAMPUS. A STUDENT HIT MY VEHICLE IN THE PARKING LOT. THE STUDENT DID NOT HAVE A DRIVER'S LICENSE, NOR WAS SHE PERMITTED TO PARK ON CAMPUS. I CALLED SECURITY AND BPD TO HANDLE THE SITUATION. THE STUDENT WAS NOT ISSUED A CITATION FOR DRIVING WITHOUT A LICENSE OR CAUSING AN ACCIDENT. NOR DID THE VEHICLE GET TOWED. THE KEYS WERE TAKEN AND THE PARENT HAD TO COME TO THE SCHOOL TO COLLECT THE VEHICLE. OUR PARKING LOTS ARE NOT SAFE DUE TO THE FACT THAT BPD IS NOT ALLOWED TO CITE SUSPICIOUS VEHICLES AS IT'S STATED OR HANDLE CRIMINAL ISSUES THAT ARISE. THERE HAVE BEEN SEVERAL INCIDENCES WHERE TEACHERS AND ADMINISTRATORS HAVE ALMOST BEEN HIT BY STUDENTS DRIVING RECKLESSLY, WHO ARE NOT PERMITTED TO BE ON CAMPUS YET. PD, DVPD CANNOT DO ANYTHING ABOUT IT BECAUSE OF THE RESTRICTIONS PLACED UPON THEM BY THE DISTRICT. APPARENTLY, DVPD HAS NO AUTHORITY TO STOP STUDENTS FROM LEAVING CAMPUS. THEY CAN'T EVEN TELL STUDENTS TO GET TO CLASS. THEY CANNOT ISSUE CITATIONS. AND IT IS NOT CLEAR WHAT BASIS THEY CAN MAKE ARRESTS. THIS DOES NOT MAKE A SAFE WORKING ENVIRONMENT. YET WE WERE TOLD THAT THE POLICE FORCE WAS CREATED TO MAKE OUR SCHOOLS SAFER. THIS IS NOT THE ONLY CRIME THAT HAS OCCURRED. CARS HAVE BEEN DAMAGED. GAS TANKS HAVE BEEN CUT. AND NO CONSEQUENCES OR ACTIONS FROM OUR OFFICERS HAVE BEEN GIVEN SIMPLY BECAUSE THEY ARE NOT ALLOWED. HOW CAN THIS BE WHEN THE BOARD POLICY STATES THAT EACH DISTRICT POLICE OFFICER SHALL ENFORCE ALL LAWS, INCLUDING MUNICIPAL ORDINANCES, COUNTY ORDINANCES, AND STATE LAWS? BACK IN FEBRUARY. BACK ON FEBRUARY 20TH, 2020, THE DISTRICT ISSUED A MEDIA RELEASE WHICH STATED THE FOLLOWING. THE DISTRICT'S NEW POLICE FORCE WILL ALIGN DISTRICT'S POLICIES AND PROCEDURES WITH POLICE DEPARTMENT ACTIONS WHILE CONTINUING THE SAME LEVEL OF SAFETY AT ALL CAMPUSES. THREE OF DEL VALLE 'S OWN QUALIFIED TO GO TO THE STATE COMPETITION, WHICH WILL BE HELD IN DALLAS. WE HOSTED OUR ACADEMIC SHOWCASE NIGHT GIVING FAMILIES OF EIGHTH THROUGH 11TH GRADE STUDENTS A CLOSE UP LOOK AT OUR HIGH OUR HIGH SCHOOL FACILITIES WITH EXPERT ADVICE FROM [01:00:07] COUNSELORS ON COURSE PLANNING. I WAS PLEASED TO SEE SO MANY FAMILIES JOIN US TO BE PART OF THEIR CHILD'S EDUCATIONAL JOURNEY AS THEY PREPARE FOR THEIR FUTURE AFTER HIGH SCHOOL. IN SPEAKING OF HIGH SCHOOL OPPORTUNITIES, WE RECENTLY LEARNED THAT A GROUP OF DHS HEALTH SCIENCE STUDENTS WERE SELECTED FOR PAID INTERNSHIPS WITH ASCENSION MEDICAL CENTER. UPON COMPLETION OF THE INTERNSHIP, THE STUDENTS WILL BE ELIGIBLE TO TAKE THEIR CERTIFICATION EXAMS TO BECOME STERILE PROCESSING TECHNICIANS. THIS IS A SIGNIFICANT STEP IN THEIR PROFESSIONAL JOURNEYS. FINALLY, I WANT TO TAKE A MOMENT TO HIGHLIGHT AN IMPORTANT FOCUS FOR TEXAS SCHOOL DISTRICTS THIS SPRING. AS THE STATE LEGISLATURE CONVENES FOR THE NEXT FEW MONTHS, IT'S TIME THAT WE ALL CALL ON OUR STATE ELECTED OFFICIALS TO ADEQUATELY FUND PUBLIC EDUCATION. TEXAS INVESTS ABOUT 5000 LESS PER STUDENT THAN THE NATIONAL AVERAGE, EVEN THOUGH WE HAVE THE EIGHTH LARGEST ECONOMY IN THE WORLD, WITH ONE RECENT STUDY FINDING THAT 73% OF TEXAS DISTRICTS ARE UNDERFUNDED, WITH THAT NUMBER EXPECTED TO GROW. THESE FUNDING DEFICIENCIES CONTRIBUTE TO LOWER STUDENT ACHIEVEMENT RATINGS BY INCREASING THE BASIC ALLOTMENT AND ALSO FUNDING BASED ON ENROLLMENT AND NOT AND NOT JUST ATTENDANCE. ALL TEXAS PUBLIC SCHOOLS CAN PROVIDE MEANINGFUL PAY INCREASES TO TEACHERS, IMPROVING RECRUITMENT AND RETENTION, AND ALSO REDUCING THE RISK OF MAKING CUTS TO PROGRAMS THAT OUR STUDENTS NEED AND RELY ON IN ORDER TO SET THEM UP FOR SUCCESS IN THE FUTURE. AND THEN TEACHERS THERE COULD HAVE BEEN HAVE SOME, THERE COULD HAVE BEEN SOME OVERLAP. AND THEN CAMPUS ADMINISTRATORS DOWN TO OTHER COMMUNITY MEMBERS. AND THE MAJORITY OVERWHELMINGLY CHOSE OPTION A. AND SO, I'LL SHARE WITH YOU WHAT OPTION A IS. AND THE DIFFERENCE IS THE DIFFERENCES BETWEEN OPTION A AND B. SO, THE FIRST MAJOR DIFFERENCE IS THE START OF SCHOOL. THE COMMUNITY WANTED TO START ON A MONDAY AND SO THAT IS OPTION A. THE NEXT BIG CHANGE IS THE OCTOBER STAFF DEVELOPMENT DAY. BECAUSE WHEN YOU WAIT UNTIL OCTOBER AND TEACHERS ARE LIMITED IN THAT PROFESSIONAL LEARNING TIME, THEN WE'RE DOING A DISSERVICE TO ALL TEACHERS IN REALITY, AND ESPECIALLY AS WE ARE, YOU KNOW, I ANTICIPATE THAT WE ARE GOING TO SHARE OUR ACCOUNTABILITY AT SOME POINT WHEN MOST OF OUR SCHOOLS ARE D'S AND F'S, AND IN THE STATE'S EYES, A D IS FAILING.
