PLEASE LET THE RECORD SHOW THAT THIS MEETING HAS BEEN POSTED IN ACCORDANCE WITH THE TEXAS OPEN MEETINGS ACT AND THAT A QUORUM IS PRESENT [LAUGHTER] AND THAT THE TIME IS 06:18 PM.

BEFORE WE GET STARTED, I'D LIKE TO TAKE A POINT OF GENERAL PRIVILEGE AND READ A QUICK STATEMENT IF I MAY.

I HAVE SERVED THIS BOARD AND COMMUNITY FOR THE LAST 12 YEARS WITH NEARLY EIGHT OF THEM AS BOARD PRESIDENT.

UNDER MY LEADERSHIP, THIS BOARD HAS WON AN HEB BOARD OF THE YEAR.

WE HAVE GONE FROM AN ACADEMIC RATING OF A D TO A B.

I HAVE SHEPHERDED AND PASSED THREE BONDS AND OVERSAW THE BUILDING OF 13 FACILITIES.

I CHAMPIONED THE BUILDING OF OUR POLICE DEPARTMENT TO STOP OUR KIDS FROM BEING FORCED INTO THE PRISON PIPELINE.

WE HAVE LOWERED TAXES WHILE RAISING EMPLOYEE PAY WITH THE HIGHEST TEACHER SALARY IN CENTRAL TEXAS, ALL WHILE CONTINUALLY RAISING ACADEMIC STANDARDS, MAKING US A DESTINATION DISTRICT FOR NOT ONLY CENTRAL TEXAS BUT THE STATE OF TEXAS.

HOWEVER, THESE ACHIEVEMENTS ARE IN SPITE OF BOARD MEMBERS WHO HAVE CONSISTENTLY UNDERMINED THE PROGRESS WE HAVE FOUGHT SO HARD TO ACCOMPLISH.

I'VE BEEN FORCED TO WATCH BOARD MEMBERS THREATEN, HARASS, AND INTIMIDATE EMPLOYEES CARRY ON INAPPROPRIATE RELATIONSHIPS WITH EMPLOYEES.

IN A SUFFICIENT TASK, I HAVE TRIED TO OVERCOMPENSATE FOR BOARD MEMBERS WHO HAVE SAT ON THIS DIOCESE.

HE DIDN'T HAVE THE TIME TO DO THE JOB IN WHICH YOU HAVE ENTRUSTED THEM TO DO, SIMPLY READING AN AGENDA PACKET OR DOING WHAT WAS LEGALLY REQUIRED OF THEM AS BOARD OF TRUSTEES.

HOWEVER, THE STRAW THAT BROKE THE CAMEL'S BACK.

WAS THERE A MORAL BEHAVIOR LAST THURSDAY EVENING WHEN THEY AGREED TO BRING SOMEBODY BACK ON THIS ABOARD THAT KNOWINGLY AND INTENTIONALLY FALSIFIED DOCUMENTS, WHICH SEEMS TO BE IN AN ATTEMPT TO DEFRAUD TRAVIS COUNTY.

I CAN NO LONGER FROM MY CONSCIENCE OR MY MENTAL WELL BEING, SIT IN THIS INCOMPETENT BEHAVIOR.

I WOULD LIKE TO THANK THE STUDENTS IN THE COMMUNITY OF DEL VALLE FOR A WONDERFUL 12 YEARS.

IT HAS BEEN AN HONOR TO SERVE YOU AND IT IS WITH A HEAVY HEART THAT I MUST RESIGN THIS POSITION THAT I LOVE SO DEARLY, EFFECTIVE IMMEDIATELY. [APPLAUSE]

MY NAME IS ALEXANDRA ESTRELLA AND I'VE BEEN IN DEL VALLE ISD AS A BILINGUAL SPEECH LANGUAGE PATHOLOGIST, OR SLP FOR FIVE YEARS.

BUT I'VE BEEN AN SLP FOR EIGHT YEARS, IT'S JUST BEEN FIVE IN THE DISTRICT.

I DO LIVE IN CHAPARRAL CROSSING,

WHICH IS THE COMMUNITY WHERE OUR STUDENTS WHO ATTEND HORNSBY-DUNLAP ELEMENTARY SCHOOL, DAILEY MIDDLE SCHOOL, AND DEL VALLE HIGH SCHOOL LIVE.

I DO FEEL A CONNECTION TO THE COMMUNITY THAT I SERVE BECAUSE IT IS THE COMMUNITY WHERE I LIVE.

AS AN SLP, I CURRENTLY SERVICE THREE DIFFERENT CAMPUSES THROUGHOUT THE DISTRICT, AND I SEE AN AVERAGE OF ABOUT 59 STUDENTS, ON AVERAGE TWICE A WEEK, FOR THEIR SPEECH THERAPY SERVICES.

BUT IN MY FIVE YEARS IN THE DISTRICT, I ACTUALLY HAVE COMPLETED EVALUATIONS AT EVERY CAMPUS IN THE DISTRICT, AND I HAVE ALSO WORKED AT SEVERAL OTHER CAMPUSES WHILE I'VE BEEN HERE.

YOU MIGHT THINK THAT MY JOB AS AN SLP IS MAYBE JUST PROVIDING THOSE SPEECH THERAPY SERVICES TO THE STUDENTS AND CONDUCTING EVALUATIONS, BUT AS AN SLP IN THIS DISTRICT, I AM RESPONSIBLE FOR CONSULTING WITH CAMPUS STAFF AS WE ARE COMPLETING THAT INITIAL REFERRAL FOR STUDENTS.

I ALSO DO ATTEND REFERRAL MEETINGS TO DISCUSS INCOMING STUDENTS, THOSE KIDDOS THAT WE DO WANT TO REFER.

I EDUCATE PARENTS ABOUT THE PROCESS OF SPECIAL EDUCATION.

I SCHEDULE, PREPARE, AND I HOLD INITIAL AND ANNUAL IEP/ART MEETINGS.

I CONSULT WITH TEACHERS AND PARENTS ABOUT CURRENT STUDENTS.

I ATTEND MULTIPLE MEETINGS TO DISCUSS STUDENTS, AND I MONITOR AND TRACK PROGRESS DATA.

I DO ADVOCATE FOR STUDENTS WHO NEED EVALUATIONS TO MEET THEIR NEEDS WHEN MAYBE SPEECH THERAPY IS NOT ENOUGH FOR THEM.

LASTLY, I DO PREPARE STUDENTS AND THE PARENTS WHEN THEY'RE READY FOR DISMISSAL, WHEN THEY DON'T NEED MY SUPPORT ANYMORE.

THE SLPS THAT WE HAVE IN THE DISTRICT RIGHT NOW ARE INVALUABLE, SO I DO WANT TO ADVOCATE FOR MYSELF AND FOR MY PEERS TO ENSURE THAT WE HAVE A FULLY STAFFED TEAM WHO IS ABLE TO MEET THE NEEDS OF ALL THESE STUDENTS AND OF THE COMMUNITY.

WE, THE SLPS OF DEL VALLE, SOME OF WHICH HAVE COME WITH ME TODAY, COME TO THE BOARD AFTER MEETING WITH SUPERVISORS AND MEMBERS AT THE DISTRICT LEVEL SEVERAL TIMES TO ENSURE THAT WE ARE A FULLY STAFFED TEAM THAT CAN MEET AND SERVE THE NEEDS OF OUR STUDENTS IN THE COMMUNITY.

WE REALLY DO WANT TO ASK FOR A MORE COMPETITIVE SALARY AND COMPENSATION PACKAGE TO RECRUIT AND MAINTAIN OUR SLPS WITHIN THE DISTRICT.

WE DO HAVE A GREAT TEAM OF SLPS WHO OFFER A GREAT WEALTH OF KNOWLEDGE AND EXPERIENCE TO THE DISTRICT.

BUT WITHOUT APPROPRIATE COMPENSATION AND WORKLOADS, WE WON'T BE ABLE TO MAINTAIN A FULLY STAFFED TEAM.

THAT'S WHY I COME BEFORE YOU TO ASK FOR A BETTER COMPENSATION PACKAGE AND MORE STAFF TO BE ABLE TO MEET THESE NEEDS.

IN CLOSING, I REALLY HOPE THAT YOU WILL COME TO LEARN MORE ABOUT ME AND MY PEERS AND ASSIST US IN ENSURING THAT THE DISTRICT IS FULLY STAFFED WITH CAPABLE SLPS TO SERVICE OUR STUDENTS AND THE FAMILIES AND EACH OF OUR CAMPUSES.

I'M A BILINGUAL PSYCHOLOGIST.

I'VE WORKED IN THIS FIELD SINCE 2010 AND I HAVE WORKED FOR DEL VALLE SINCE 2019.

I ALSO LIVE IN THE DVISD COMMUNITY AND I FEEL PERSONAL CONNECTION TO THIS COMMUNITY.

I AM HERE TODAY TO REPRESENT SCHOOL PSYCHOLOGY AND EDUCATIONAL DIAGNOSTICIANS WITHIN MY ASSESSMENT TEAM BECAUSE WE NEED YOUR HELP.

THE ASSESSMENT TEAM PLAYS AN IMPORTANT ROLE IN THE DISTRICT AND WE ARE OFTEN THE FIRST FACE PARENTS SEE WHEN THEY START THE SPECIAL EDUCATION PROCESS.

OUR ASSESSMENT TEAM ATTENDS REFERRAL MEETINGS, WE CONSULT WITH TEACHERS AND ADMINISTRATORS, WE CONDUCT EVALUATIONS AGES 2-21, WE ALSO ATTEND IEP MEETINGS, ART MEETINGS, AND PROVIDE PSYCHO EDUCATION TO PARENTS.

EDUCATIONAL DIAGNOSTICIANS SHARE THEIR EXPERTISE AS FORMER TEACHERS WHEN INTERPRETING ACADEMIC DATA TO ADVISE BOTH CAMPUSES AND SCHOOL PSYCHOLOGISTS.

CONVERSELY, SCHOOL PSYCHOLOGISTS CONDUCT PSYCHOLOGICAL EVALUATIONS, WE PROVIDE INDIVIDUAL OR GROUP COUNSELING, WE PROVIDE PSYCHOLOGICAL SERVICES TO PARENTS, TEACHERS, AND ADMINISTRATORS, AND WE ATTEND A CONSULT DURING DISCIPLINARY MEETINGS AND ASSIST IN CRISIS SITUATIONS.

CURRENTLY, DVISD STAFF ARE EXPERIENCING AN INCREASE IN CASES AND MORE RESPONSIBILITIES DUE TO LOSING OVER 50% OF OUR STAFF IN THE LAST YEAR.

WE ARE ALSO EXPERIENCING AN INCREASE IN REFERRALS FOR SPECIAL EDUCATION.

ACCORDING TO THE TEXAS ASSOCIATION OF SCHOOL PSYCHOLOGISTS, TEXAS PRACTITIONERS SAW A 22% INCREASE IN INITIAL REFERRALS FROM 21-22 AND TO 22-23.

WHILE THERE WAS ONLY 0.9% INCREASE IN SCHOOL PSYCHOLOGISTS EMPLOYED BY TEXAS SCHOOLS, IT'S IMPERATIVE THAT WE KEEP OUR CURRENT STAFF.

I IMPLORE THE SCHOOL BOARD AND DISTRICT TO HELP RETAIN REMAINING STAFF AND RECRUIT STAFF BY CONSIDERING COMPETITIVE SALARIES AND INCREASE IN STAFFING POSITIONS, AND ALSO STIPENDS TO ADDRESS RETENTION, HARD TO FILL POSITIONS AND MENTORSHIP OR SUPERVISION THAT WE PROVIDE WITHIN OUR TEAM.

WE HAVE ALSO TRIED RECRUITING CONTRACT WORKERS AND COLLEAGUES TO JOIN DVISD BECAUSE WE LOVE IT HERE.

UNFORTUNATELY, THEY DECLINE DUE TO SALARY.

OUR ASSESSMENT TEAM IS COMPOSED OF INDIVIDUALS THAT TRULY CARE ABOUT THE STUDENTS AND FAMILIES IN OUR DISTRICT.

WE HAVE MET WITH OUR SUPERVISORS AND DISTRICT PERSONNEL WHO HAVE TOLD US THEY ARE LIMITED ON HOW MUCH THEY CAN DO FOR US.

WE CONTINUE TO ADVOCATE FOR OUR TEAM BECAUSE WE DO NOT WANT TO LEAVE DVISD.

WE HOPE THAT YOU TAKE SOME OF OUR RECOMMENDATIONS AND CONSIDER SOME HELP FOR US TO HELP RETAIN OUR CURRENT STAFF AND TO ALSO RECRUIT QUALIFIED PROFESSIONALS TO WORK FOR OUR DISTRICT.

ALL OF US LOVE OUR JOB.

WE LOVE WORKING FOR DEL VALLE.

WE LOVE OUR CAMPUSES. WE LOVE OUR CAMPUS TEAMS. WE JUST LOVE EVERYONE.

AT THE SAME TIME, WE'RE REALLY AFRAID THAT WE'RE GOING TO LOSE OUR CURRENT STAFF TO OTHER DISTRICTS WHO OFFER MORE COMPETITIVE SALARIES OR EVEN CONTRACT COMPANIES THAT ENTICE CURRENT SCHOOL EMPLOYEES WITH THEIR COMPETITIVE SALARIES.

MY NAME IS MELISSA MILLER, AND I HAVE BEEN AT DEL VALLE ISD AS A BILINGUAL SPEECH LANGUAGE PATHOLOGIST FOR FOUR YEARS.

SIMILARLY, I LIVE IN COLORADO CROSSING AMONG THE STUDENTS WHO ATTEND SMITH ELEMENTARY, OJEDA MIDDLE, AND DEL VALLE HIGH SCHOOL.

I LOVE OUR COMMUNITY BOTH AS A NEIGHBOR AND AS AN EDUCATOR.

OUR ROLES AS SPEECH LANGUAGE PATHOLOGISTS ARE EXTENSIVE.

WE SERVE STUDENTS AND THEIR FAMILIES IN SPECIAL EDUCATION THROUGHOUT THEIR SCHOOL CAREER, FROM EARLY INTERVENTION THROUGH POST SECONDARY TRANSITIONS.

IN ADDITION TO WORKING DIRECTLY WITH OUR STUDENTS, WE SUPPORT SPECIAL AND GENERAL EDUCATION TEACHERS, INTERVENTIONISTS, BEHAVIOR SPECIALISTS, DIAGNOSTICIANS, SCHOOL PSYCHOLOGISTS AND RELATED SERVICE PROVIDERS.

CURRENTLY, THERE ARE OVER 700 STUDENTS ENROLLED IN DEL VALLE SCHOOLS WITH A SPEECH IMPAIRMENT.

ALL OF THESE STUDENTS ARE PROVIDED WITH INDIVIDUALIZED EVALUATIONS, ANNUAL IEP MEETINGS.

THE MAJORITY RECEIVE WEEKLY OR BIWEEKLY SPEECH THERAPY SESSIONS BY A TEAM OF ONLY 16.

WE ARE FINDING IT INCREASINGLY CHALLENGING TO MEET OUR STUDENTS COMPLEX NEEDS AS THE NUMBER OF STUDENTS ON OUR CASE LOADS INCREASES EVERY YEAR.

MAKING MATTERS MORE DIFFICULT, WE HAVE STRUGGLED TO FILL ALL 16 POSITIONS AND RETAIN THE DISTRICT HIRES THAT WE HAVE.

THIS YEAR, WE HAVE ONLY FILLED 13 OF OUR POSITIONS WITH DIRECT DISTRICT HIRES.

THE REMAINING THREE POSITIONS ARE FILLED BY OUTSIDE CONTRACTORS.

IT HAS BEEN A COMMON OCCURRENCE THAT WE ARE SERVING ALL 700 PLUS STUDENTS WITH AN UNDERSTAFFED TEAM.

IN THE LAST YEAR ALONE, FOUR PHENOMENAL SLPS OR A QUARTER OF OUR TEAM LEFT OUR DISTRICT DUE TO EXCESSIVE WORKLOADS AND MORE ATTRACTIVE COMPENSATION ELSEWHERE.

WE HAVE INTERVIEWED A LONG LIST OF VERY PROMISING CANDIDATES IN THE LAST SEVERAL YEARS, MANY OF WHOM DECLINED OUR OFFERS DUE TO BETTER OFFERS IN NEARBY AREAS.

WE HAVE COME TO YOU AS A TEAM THIS EVENING TO ASK THE DISTRICT TO CONSIDER INCREASING THE NUMBER OF SPEECH LANGUAGE PATHOLOGIST POSITIONS OPEN IN OUR DISTRICT AND TO OFFER A MORE COMPETITIVE COMPENSATION PACKAGE TO RECRUIT AND MAINTAIN TEAM MEMBERS.

THIS IS MY 14TH YEAR WORKING AS A SPEECH LANGUAGE PATHOLOGIST AND MY 13TH YEAR WORKING IN DEL VALLE ISD AS A SPEECH LANGUAGE PATHOLOGIST.

DURING MY TIME WORKING IN DEL VALLE ISD, I HAVE PROVIDED SPEECH SERVICES AND OR SPEECH AND LANGUAGE EVALUATIONS AT THE FOLLOWING CAMPUSES, IN PRETTY MUCH EVERY CAMPUS, SO I'M NOT GOING TO LIST THEM.

FOUR OF THE SPEECH LANGUAGE PATHOLOGISTS WHO ARE CURRENTLY WORKING FOR DEL VALLE ISD HAVE BEEN WORKING IN THIS DISTRICT FOR OVER 14 YEARS.

THAT IS BOTH EXTREMELY RARE AND EXTREMELY VALUABLE FOR THE DISTRICT.

I BELIEVE THAT THE LONGEVITY OF THIS COMMITMENT SPEAKS TO THE SPEECH LANGUAGE PATHOLOGIST'S LOYALTY AND OUR DEVOTION TO DEL VALLE ISD.

FURTHERMORE, THESE CHAPLAINS ARE NOT REQUIRED TO BE TRAINED IN COUNSELING OR HOLD ANY PROFESSIONAL LICENSE.

STUDENTS IN NEED DESERVE TO BE COUNSELED BY PROFESSIONALS WHO HAVE PROVEN THEY ARE COMPETENT TO SERVE THE BEST INTEREST OF THEIR CHARGES.

THE DEL VALLE HIGH SCHOOL LEGAL STUDIES PROGRAM SENT SIX TEAMS TO THE 77TH ANNUAL TEXAS YOUTH AND GOVERNMENT COMPETITION ON THE WEEKEND OF FEBRUARY 3RD.

THE EVENT WAS AT THE US FEDERAL COURTHOUSE IN AUSTIN.

TEAMS COMPETED IN MOCK APPEALS TRIAL BEFORE A MOCK SUPREME COURT.

THE COMPETITION WAS EVALUATED BY VARIOUS PROFESSIONALS IN LEGAL CAREERS, AND THIS PROGRAM IS SPONSORED BY DVHS TEACHER MICHAEL CUNNINGHAM.

OUT OF THE SIX QUALIFYING STATE TEAMS, THE MOOT COURT TEAM OF BRIAN MANSELL AND JOSEVANI LOPEZ FINISHED FOURTH PLACE AND QUALIFIED FOR THE NATIONAL COMPETITION THIS SUMMER IN MINNESOTA.

AS WE'VE DONE IN THE PAST, WE'VE TALKED ABOUT GOAL 1, WHICH IS ALIGNED WITH STUDENT ACADEMIC PERFORMANCE.

WE TALKED IN DEPTH ABOUT THE SOCIAL, EMOTIONAL LEARNING THAT WE'VE ADOPTED INTO OUR DISTRICT, INCLUSIVE OF OUR SOCIAL WORKERS, OUR TECHNOLOGY, OUR THERAPEUTIC PARTNERSHIPS, ATHLETICS, EXTENDING DOWN TO THE LEAD PROGRAM AND THE ORCHESTRA PROGRAM THAT WE'VE PILOTED AT GILBERT ELEMENTARY, WHICH WE SAW AT THE DISTRICTS HAPPENING SO THANK YOU SO MUCH FOR MAKING THIS HAPPEN FOR OUR CHILDREN.

IF WE TAKE A LOOK AT THE NUMBERS OF WORKFORCE DEVELOPMENT, WE CAN START OFF BY LOOKING AT THE NUMBER OF STUDENTS IN BOTH OUR HIGH SCHOOL AND OPPORTUNITY CENTER WHO ARE ENROLLED IN A WORKFORCE DEVELOPMENT PROGRAM.

IF WE TAKE A LOOK ON THE LEFT HAND SIDE, THAT'S THE NUMBER OF STUDENTS THAT ARE CURRENTLY ENROLLED WITHIN A WORKFORCE DEVELOPMENT COURSE, WHICH WE HAVE 73% OF OUR STUDENTS WHICH ARE CURRENTLY ENROLLED.

THE MOST POPULOUS OF PROGRAMS THAT WE SEE WITHIN THE HIGH SCHOOL IS GOING TO BE OUR HEALTH SCIENCES PROGRAM.

WITHIN OUR HEALTH SCIENCES PROGRAM, WE HAVE OVER 700 STUDENTS CURRENTLY ENROLLED IN THE HEALTH SCIENCE PROGRAM.

INCLUDED WITHIN THE HEALTH SCIENCE PROGRAM ARE 15 COURSES, SOME OF THEM THAT WE OFFER IN HOUSE AT THE HIGH SCHOOL, AND SOME OF THEM THAT ARE ALSO OFFERED AT AUSTIN COMMUNITY COLLEGE.

SECOND TO THAT IS OUR STUDENTS IN ENTREPRENEURSHIP, FOLLOWED BY AUTO TECH, FOLLOWED BY WELDING.

IF WE TAKE A LOOK AT THE RIGHT HAND SIDE OF THIS GRAPHIC, WE SEE THAT 94% OF OUR STUDENTS WERE EVER ENROLLED.

ONE OF THEM IS A SNAPSHOT OF RIGHT NOW AND THE OTHER ONE IS COMPREHENSIVELY, OVER THEIR 9-12 CAREER, HAVE THEY EVER BEEN ENROLLED IN A COURSE.

CURRENTLY WE HAVE ABOUT 75% OF OUR HIGH SCHOOL STUDENTS WHO GRADUATE WITH AN ENDORSEMENT.

WHEN YOU TALK ABOUT AN ENDORSEMENT, THOSE STUDENTS HAVE ENROLLED IN AT LEAST THREE HOURS OF COURSE WORK IN ORDER TO OBTAIN THAT ENDORSEMENT.

NEXT WE CAN TAKE A LOOK AT HOW EXTENDING THE PROGRAM NOT ONLY TO OUR HIGH SCHOOLS AND OPPORTUNITY CENTER, BUT IN EXTENDING INTO OUR MIDDLE SCHOOLS.

IN THE MIDDLE SCHOOLS, WE CURRENTLY HAVE 900 STUDENTS ENROLLED IN COLLEGE AND CAREER READINESS.

IF WE FOCUS ON ROBOTICS 1 FOR SIXTH GRADERS, ROBOTICS 2 FOR SEVENTH GRADERS, THE REMAINING THREE COURSES OF ROBOTICS 3, COMPUTER SCIENCE, AND BUSINESS INFORMATION MANAGEMENT, ARE COURSES THAT ARE ENROLLED BY OUR EIGHTH GRADERS.

NOT ONLY ARE THEY GETTING MIDDLE SCHOOL CREDIT FOR THESE CLASSES, BUT THE STUDENTS ENROLLED ACTUALLY ACQUIRE HIGH SCHOOL CREDIT UPON SUCCESSFUL COMPLETION AS WELL.

C&C IS COMPUTER NUMERICAL CONTROL, AS WELL AS ROBOTICS AND ADDITIVE MANUFACTURING.

IN ADDITION TO THE MANUFACTURING ASSOCIATE CERTIFICATION, STUDENTS AT THE OPPORTUNITY CENTER CAN ALSO OBTAIN THE CERTIFICATIONS OF ADOBE, CREATIVE CLOUD, AND GOOGLE ANALYTICS.

LOOKING TO EXPAND OUR CTE WORKFORCE DEVELOPMENT PROGRAM.

ALSO, AS WE PARTNERED WITH LEAD, THE LEAD PROGRAM WE KNOW IS AN AFTER SCHOOL ENRICHMENT PROGRAM.

WHAT CTE AND WORKFORCE DEVELOPMENT HAS DONE IN COLLABORATION WITH LEAD IS THEY NOW HAVE SEVEN CTE AFTER SCHOOL ACTIVITIES ON SECONDARY CAMPUSES.

WHEN WE TALK ABOUT STUDENTS ENROLLED IN A LEAD PROGRAM VERSUS AN ENCAMPUS PROGRAM, THESE MIGHT BE FOR STUDENTS WHO CAN'T BE PART OF THE FORM OF CTE OR WORKFORCE DEVELOPMENT DURING THE SCHOOL DAY.

EMBEDDING IT INTO LEAD ALLOWS STUDENTS TO GO AHEAD AND EXPLORE CTE PROGRAMS THAT MAY NOT BE ABLE TO GET IT DURING THEIR CLASSES FOR SCHEDULE CONFLICTS OR THE SUCCESSIVE COURSEWORKS, BUT STILL HAVE AN INTEREST IN BEING INVOLVED WITH CTE.

IN THE CTE LEAD PROGRAM, STUDENTS TAKE FIELD TRIPS, CAN EARN CERTIFICATION, AND ATTEND COMPETITIONS.

ANOTHER HIGHLIGHT OF OUR CTE WORKFORCE DEVELOPMENT PROGRAM IS OUR P-TECH, WHICH HAS ADVANCED MANUFACTURING AND CYBERSECURITY CERTIFICATIONS, WHERE STUDENTS CAN OBTAIN AN ASSOCIATE'S DEGREE IN CERTIFICATIONS PROGRAM.

THE PROGRAM WAS INITIATED LAST YEAR, SO WE'RE IN THE SECOND YEAR OF FOUR.

OUR NEW FACILITY OPENING IN FALL OF 2024 IS DESIGNED TO ALIGN STUDENT LEARNING WITH WORKFORCE SKILLS.

OUR CYBERSECURITY STUDENTS ARE CURRENTLY TAKING COMP TN A NETWORKING AND COMP TA SECURITY FOR THEIR CERTIFICATIONS WITH INTERNSHIP STARTING AT SUMMER 2024.

OUR ANCHOR PARTNERS, AS WE TALKED ABOUT PREVIOUSLY, ARE PROVIDING AUTHENTIC HANDS ON LEARNING EXPERIENCES FOR OUR STUDENTS.

WHEN WE TALK ABOUT THE EQUIPMENT THAT WE CURRENTLY HAVE FOR OUR STUDENTS IN CTE AND WORKFORCE DEVELOPMENT.

THIS IS ONE OF THE INTERNSHIPS THAT I TALKED ABOUT EARLIER THAT IS HAPPENING DURING THE SCHOOL DAY.

IF WE TAKE A LOOK IN THE MIDDLE COLUMN, WE HAVE OUR HEALTH SCIENCE PROFESSIONALS, WHERE ASCENSION HAS ACCEPTED 12 OF OUR STUDENTS INTO AN EIGHT WEEK PAID ROTATION IN VARIOUS DEPARTMENTS WITH RECRUITING EFFORTS STARTING NOW FOR THE SUMMER INTERNSHIP PROGRAM.

ON THE RIGHT HAND SIDE, WE SEE TCS MECHANICAL, WHICH IS TEXAS CRITICAL SYSTEMS, WHICH IS SUPPORTING OUR STUDENTS IN BOTH PLUMBING AND PIPE FITTING.

ONCE AGAIN, THEY ARE OFFERING OUR STUDENTS INTERNSHIPS, PAID INTERNSHIPS, 12 OF THEM HAVE SECURED THEM.

WE HAVE 12 INTERNSHIPS COMING UP, AND LAST YEAR, FIVE OF OUR STUDENTS WERE HIRED ON FULL TIME WITH A STARTING RATE OF $19.50 PER HOUR.

WHEN YOU TAKE A LOOK AT THIS GRAPHIC OVER HERE, AND I KNOW IT'S A LITTLE OVER ZEALOUS, WE SEE A GRAPHIC WHICH IS DELINEATING PRE K UNTIL 12TH GRADE.

IF WE THINK ABOUT THE ORIGIN OF THIS FIGURE OVER HERE THREE YEARS AGO, DR. TIELLE WANTED TO DESIGN AND IMPLEMENT A K 12 ROBOTICS PROGRAM.

THE VISION FOR THIS WAS TO DEVELOP SOME FORM OF CONSISTENCY AND ALIGNMENT WHERE EVERYBODY WAS SPEAKING THE SAME LANGUAGE.

WHEN OUR STUDENTS WERE MOVING FROM THE ELEMENTARY SCHOOLS INTO THE MIDDLE SCHOOLS, THERE WAS CONSISTENCY IN VERBIAGE, AND WHEN THEY MOVE UP INTO THE HIGH SCHOOL, THAT THERE IS SOME CONSISTENCY ALSO THAT CAN BE REINFORCED WITH ALL OF OUR STUDENTS.

THERE'S ARTIFACTS WHICH HAVE BEEN CREATED BY ADOBE CREATIVE CLOUD SUITE BY OUR GRAPHIC DESIGN AND ANIMATION WHILE WORKING ON THEIR CERTIFICATIONS, TWO DIMENSIONAL DIGITALLY CREATED PRODUCTS ARE TURNED INTO THREE DIMENSIONAL FIGURES USING SCREEN PRINTING, LASER ENGRAVERS, AND 3D PRINTERS.

OUTSIDE, WE ALSO SEE A STEEL ENGINEERING CUBE CREATED BY OUR ENGINEERING STUDENTS.

THERE'S A STEEL DIAMOND NAMEPLATE, DV LOGO, CREATED COLLABORATIVE BY WELDING AND GRAPHIC DESIGNS USING A PLASMA TABLE AS WELL AS A PICNIC TABLE SITTING OUTSIDE.

NOW, MR. ALVES DIDN'T BRING THAT IN FROM OUT BACK, BUT IT'S ACTUALLY A PICNIC TABLE OUT THERE THAT HAS BEEN CONSTRUCTED BY OUR STUDENTS IN CONSTRUCTION BY USING BASIC MEASURING, CUTTING, ASSEMBLING, AND FINISHING LAB.

THESE TABLES WILL BE DONATED ACROSS THE DISTRICT.

WE DIDN'T HAVE TO GO OUT AND FIND ADDITIONAL LAND FOR THE CENTRAL, NORTH, OR SOUTH CDC.

WE WERE ABLE TO GET AN ADMINISTRATION BUILDING EXPANDED AND THEN REALLY IMPROVE ONE OF OUR ELEMENTARIES BY A COMPLETE FRONT ENTRY VESTIBULE AND ENTRY IF YOU HAVEN'T HAD A CHANCE TO ACTUALLY SEE THE FRONT ENTRY AT HILLCREST, IT HAS BEEN A SIGNIFICANT CHANGE.

THOSE PROJECTS WERE COMPLETED ACCORDING TO CONTRACT DOCUMENTS.

TONIGHT'S AGENDA IS A FINAL PAYMENT.

PART OF THAT FINAL PAYMENT IS SPECIFIC TO THE CHANGE ORDER CREDIT IN WHICH THE DISTRICT STAFF MONITORED THE PROJECTS.

THE INSTRUCTORS COMPLETED THE PROJECT, THE ARCHITECTS DESIGNED THE PROJECT, AND THOSE PROJECTS WERE COMPLETED ON SCHEDULE, ON TIME.

THE CREDIT FOR THOSE ARE LISTED ON THIS SLIDE.

THAT GIVES AN OUTLINE OF WHAT WE HAVE FOR THE CENTRAL CDC NORTH AND SOUTH, AS WELL AS THE ADMINISTRATION BUILDING.

FOR THE MONTH ENDED JANUARY 31ST, OUR PORTFOLIO PART VALUE WAS AT $404 MILLION.

THAT IS ALL FUNDS INCLUSIVE WITH AN AVERAGE YIELD OF 5% AND A MATURITY OF JUST A LITTLE OVER SIX MONTHS.

INTEREST EARNINGS FOR THE MONTH ARE AT 1.6 MILLION DOLLAR, BRINGING THE FISCAL YEAR TOTALS TO ALMOST $11 MILLION.

WE SEE THIS IS THE MONTH JANUARY THAT WE COLLECT THE MOST TAXES AND THAT BRINGS OUR YEAR TOTAL TO ALMOST $114 MILLION IN TAX COLLECTIONS.

WE ARE AT ALMOST 56% OF OUR BUDGET, SEVEN MONTHS THROUGH THE YEAR.

SEVEN MONTHS SHOULD BE ABOUT 58% SO WE'RE JUST SHY OF WHERE WE SHOULD BE.

THEY HAVE SUBMITTED THAT IN THE CONTROLLER HAS REDUCED THE TAXABLE VALUE AND IT WILL RESULT IN ADDITIONAL STATE FUNDING OF ALMOST $2 MILLION.

THAT'S GREAT CONSIDERING WE HAVE THAT [INAUDIBLE] SO THAT KIND OF OFFSETS EACH OTHER.

THAT'S VERY GOOD NEWS.

BACK IN SEPTEMBER, WE CAME TO YOU ASKING FOR AUTHORIZATION TO FORWARD SHOULD INTEREST RATES BE AVAILABLE.

YOU DID A DELEGATION PRICING, WHICH AGAIN, MEANS THAT WE DON'T HAVE TO PRICE ON THE DAY OF A BOARD MEETING.

WE CAN GO OUT AND PRICE THE BEST DAY IN THE MARKET WHEN THE BONDS BECAME ELIGIBLE.

THERE WERE CERTAIN PARAMETERS THAT HAD TO BE MET.

THERE WAS A MINIMUM SAVINGS OF 3%.

WE COULD EXTEND THE TERM OF THE BONDS AND THEN IT GAVE US BONDS THAT WE COULD REFINANCE.

AFTER THAT SEPTEMBER 19 MEETING, WHEN YOU GAVE US THE AUTHORIZATION, WE APPLIED FOR THE SCHOOL FUND GUARANTEED THE DISTRICT'S AA UNDERLYING RATING TO THE STATE'S AAA, WHICH OBVIOUSLY HELPS WITH THE INTEREST RATES.

WE WENT BACK TO STANDARD AND POOR'S TO AFFIRM THE EXISTING BOND RATING OF AA.

THEY DID COME BACK AND AFFIRM THAT AA SO THE CREDIT WAS OBVIOUSLY VERY STRONG.

AGAIN, AAA IS THE HIGHEST, THEN AA+ THEN AA SO YOU'RE ONLY TWO NOTCHES OFF OF THE HIGHEST RATING IN THE WORLD QUITE FRANKLY.

OBVIOUSLY AN EXCELLENT RESULT ON THAT.

THE RATINGS WERE RECEIVED AND WE ACTUALLY WERE TIMING IT TO BE NO MORE THAN, THE EARLIEST WE CAN CLOSE IS MARCH 17 UNDER THE IRS RULES AND I MENTIONED THAT 90 DAYS.

WE WERE PRICING THE TIMING AS SOON AS WE COULD TO THAT ESSENTIALLY 30 DAYS BETWEEN THE PRICING AND THAT MARCH 17 PROJECTED CLOSING DATE.

INTEREST RATES SINCE WE CAME TO YOU, THEY ACTUALLY HIT A HIGH IN OCTOBER OF LAST YEAR, YOU AUTHORIZED IN SEPTEMBER.

WE WERE WATCHING IT HAPPEN, BUT SINCE OCTOBER AS YOU'VE PROBABLY SEEN IN MORTGAGE RATES AND EVERYTHING ELSE, THANKFULLY, NOT HITTING MS. CANSINOS INVESTMENT REPORT.

BUT INTEREST RATES HAVE STARTED TO TREND DOWN A LITTLE BIT ON THE LONG TERM SIDE OF THE MARKET.

WE'RE ACTUALLY HERE, IT'S DIFFICULT TO SEE ON THE SCREEN.

MOUNTAIN PEAK LINE, BUT THERE HAS BEEN SOME IMPROVEMENTS AUTHORIZED.

ANY IMPROVEMENT IN INTEREST RATES ON YOUR END MEANS LARGER SAVINGS.

WHAT THAT TRANSLATES TO ARE THE TWO BOND SERIES THAT WE'RE CURRENTLY CALLABLE ARE THE 2014 A BONDS AND THE 2015.

THOSE CARRY INTEREST RATES BETWEEN 3% AND 5% AND A TOTAL AMOUNT OF $73 MILLION.

FAR RIGHT HAND SIDE SHOWS YOU THE ACTUAL SAVINGS.

THROUGH THIS REFINANCING YOU ACTUALLY GOT AN INTEREST RATE OF 3.148%.

AGAIN, YOU TOOK INTEREST RATES FROM 3% - 5% AND REPLACED THAT WITH A 3.1% SO THAT'S WHERE THE SAVINGS ARE COMING FROM.

TOTAL SAVINGS ARE JUST ABOUT 1.149 I'M GOING TO ROUND UP AND SAY 8.2 MILLION DOLLAR IN TOTAL SAVINGS, WELL IN EXCESS OF WHAT WE WE'LL TALK ABOUT IN A MINUTE.

ON A PRESENT VALUE PERCENTAGE BASIS, THAT MEANS YOU'RE SAVING ALMOST 8.5% OVER WHAT THE TAXPAYERS HAD BEEN PAID.

THEN ON AN ANNUAL BASIS, YOU CAN SEE THERE 2025-2041, IT EQUATES TO ALMOST $500,000 A YEAR IN SAVINGS.

IN COMPARISON THAT SHOULD SAY SEPTEMBER NOT JULY THERE ON THE FAR LEFT HAND SIDE, MY APOLOGIES.

WHEN WE CAME TO YOU IN SEPTEMBER AND YOU AUTHORIZED THIS REFINANCING, WE WERE ACTUALLY LOOKING AT A SMALLER PAR AMOUNT.

THAT'S BECAUSE INTEREST RATES WERE A LITTLE BIT HIGHER, THEY HAVE GONE LOWER, SO WE WERE ACTUALLY ABLE TO TAKE ADVANTAGE OF REFINANCING MORE BONDS.

AT THAT TIME, THE AMOUNT OF SAVINGS WAS APPROXIMATELY 2.9 MILLION SO NOT QUITE 3 MILLION.

AT 2.9 MILLION, THE ACTUAL MARKET HAS BEEN REPLACED, I'M SORRY, 3.9, THE LINE ABOVE THEIR TOTAL SAVINGS, HAS BEEN REPLACED WITH 1.49 MILLION.

YOU MORE THAN DOUBLED THE SAVINGS THAT THE BOARD WAS PROJECTING.

WE WEREN'T BEING OVERLY CAUTIOUS BACK IN SEPTEMBER THE INTEREST RATES HAVE JUST MOVED IN YOUR FAVOR.

YOU BASICALLY HIT THE MARKET RIGHT AT THE RIGHT TIME.

CONGRATULATIONS, THESE ARE SAVINGS TO THE DISTRICT TAXPAYERS.

IT'LL BE LOCKED IN.

IT CAN'T CHANGE SO THAT MONEY WILL COME BACK TO THE DISTRICT AND GO TO SHOW IN A FOLLOW UP TO THE PRIOR PRESENTATION THAT IN ADDITION TO SAVING MONEY ON THE CONSTRUCTION COSTS, YOU'RE ALSO SAVING MONEY ON THE COST ANYTIME THE OPPORTUNITY ARISES.

THE DISTRICT LEVEL STAFF REVIEWED THE POTENTIAL FOR INCREASED FEES.

WHAT WE DETERMINED WAS,

BY DOING SO, WE DID ACKNOWLEDGE THAT WE HAD TO CHANGE ORDER.

HOWEVER, WE SAVED APPROXIMATELY $15,000 BY NOT HAVING ADDITIONAL ARCHITECT FEES, ADDITIONAL ENGINEERING FEES, AND THEN A CONSTRUCTION MANAGER RISK FEE, WHICH IS AVERAGE 5% FOR THE CONSTRUCTION MANAGER, 8-12% FOR THE ARCHITECT ENGINEER.

IN ESSENCE, IF WE TAKE THE $81,000 THAT WE'RE CURRENTLY PAYING FOR THE HILLCREST FINAL PAYOUT, AND WE TAKE THAT AMOUNT AND WE MULTIPLY IT TIMES APPROXIMATELY 20%.

THAT IS OUR COST SAVINGS BECAUSE WE DIDN'T USE A SEPARATE ROUND OF ARCHITECT ENGINEERS.
